Human Intel OÜ is an independent marine cargo survey and claims support company based in Estonia, built to serve insurance and transport companies operating in one of the world’s most demanding and least accessible regions: Central Asia and the Caucasus.

Built to close the gap

We were founded on a simple observation. When cargo is damaged, lost, or stolen somewhere between the Caspian Sea and the Chinese border, insurers and carriers rarely have anyone they can call who actually knows the ground. Local knowledge, language, customs procedures, and working relationships with terminals, ports, and authorities across Kazakhstan, Uzbekistan, Turkmenistan, Kyrgyzstan, Tajikistan, Georgia, Azerbaijan, and Armenia are scarce—and without them, a claim can sit unresolved for months.

Human Intel exists to close that gap.

30+ years in the corridor

Behind the company is Carsten Skov, a Danish logistics executive with more than 30 years of hands-on experience building and running transport, logistics, and trade facilitation operations across Central Asia, the Caucasus, the CIS, and Eastern Europe.

Carsten has been Country CEO and Chief Operating Officer for major transport groups, opened greenfield offices from a standing start in Kazakhstan, Belarus, Lithuania, Estonia, and Latvia, and has spent three decades working directly with customs authorities, terminals, port operators, and freight partners across the very corridors our clients need covered—including in Atyrau, Aktau, Almaty, Tashkent, Astana, Baku, and Tbilisi.

That means when we take on a survey or a claim, we are not starting from zero. We already know who to call, what the local procedures actually require, and how to get a surveyor on-site quickly rather than weeks later.
